I suggest you to have some control panel on top of your VPS, Cpanel or Plesk are popular choices.

Putty is a small Windows program that allows you to connect to your server using SSH or telnet. You will have a comand prompt on your server, where you can run desired commands.

You can't learn to use putty, no such thing.

You need to learn linux commands.

Putty is just an interface to your server.

"VPS - short for “Virutal Private Server” - is a way to manage a webhosting account in a way that mimicks a full dedicated server, but without the responsibilities of administrating a full server."

You should read the VPS hosting explained thread by WebHost Admin. It's good info for starters in the VPS domain.

VPS stands for "Virtual Private Server".
A Virtual Private Server (VPS) is a hosting environment that combines the benefits of both shared hosting and dedicated hosting. It does this by creating a virtual server that runs inside a hardware server via a specially designed partition.

A VPS (virtual private server) is a method of splitting a server. Each virtual server can run its own full-fledged operating system, and each server can be independently rebooted. Virtual private servers bridge the gap between shared web hosting services and dedicated hosting services, giving independence from other customers
