Datacenter connectivity

Are there any tools out that to continually monitor datancenter connectivity?

I have a dedicated server that for most part runs great, but every now and then I'll have problems loading a site for about 10 seconds, then it's fine.

I need to know if this is an issue relating to the server/datacenter connectivity, or whether it's a general network issue.

Simply that I have a client who's looking for mission critical hosting and I'm trying to figure if they'd be fine on the existing server, or whether I'll have to lease another in another datacenter - maybe with Rackspace or similar.
