I'd be very cautious over using a proxy that you don't know all the details of, there are many proxies about, but just remember that everything you enter goes via their software before being passed on to the destination site or returned back to you. This is a potential security risk and you need to know you can trust the proxy with your data.
As Matthew pointed out, they can often be used to access sites that have been blocked by local firewalls in schools/corporates, however although you may be bypassing the local firewall, you are probably breaking the rules of the organisation running the firewall, expect penalties if caught.
If you want to run a public proxy, then consider the fact that you need high bandwidth and any "wrong-doings" will originate from your IP / account so you'll get the abuse reports to deal with.
