Blogger is great - much better than LJ in my opinion, and without the LJ "stigma". You can have a good topical blog on Blogger - LJ is mostly associated with personal blogs.

In regards to GoDaddy, I have found most of the time I have had good service. Only once have a had a problem that the customer service person was clueless on.

I don't know what free hosting have you used but I am currently using AwardSpace. I just installed Wordpress and it's doing OK. I just need to add some contents to it for now.

Problem with blogger is that the new version only allows strict xml coding when it comes to edit your layout, hence just a missing quote will stop you, and the worst come out with the new ATOM RSS feeds sending a default downloadable file to surfers rather than displaying the code to be used on websites or readers

I agree, I have blogs on blogger, blogsome, livejournal and I find it much easier on blogger
